the key is "closely mown"... the first or second cuts of rough are not closely mown areas - the fairway or the fringe of the green are. So, no relief for a plugged ball in the rough, unless there is a local rule, which there often it.
If you are in the rough and have a plugged lie, the best thing is to take your medicine and do what you must to get back to the fairway.
