Im pretty sure it is the other way around....as long as its not on the non conforming list its good to go. This puts into place many of the prototype drivers that have not had a chance to be brought to usga panel. They still can be tested at the tour for cor limits/moi , but have not been sent to be tested before the panel. This is on the usga website somewhere and that will clear it all up.
