I've been to Maui many times and golfed most of those times. I've played the Kapalua Bay course which has several memorable holes. From what I could tell any of the Kapalua courses would be a treat to play a round on but I would probably shoot for the Plantation course with the Bay course coming in second. I've also played both Kaanapali courses and they are fun courses but don't quite stack up to most of the other courses on the island IMO - although they were redoing the South Course last time I was there so it may be worth checking out. In any case, if you stay in Kaanapali they are still worth a round if you don't have time to get to one of the other courses. I've never played any of the south (Wilea or Makena) courses but some of my friends have and said they were all great. One other course to check out if the prices at the other courses start hurting your pocket book too much is The Dunes which is between Kihei and Kahului. It's not on the ocean but when I was there it was very well maintained and looked like a fun course plus it is quite a bit cheaper than the resort courses. One (or both) of the Lanai courses are still in my sights for our next trip over there and I'm sure neither would dissapoint. Well, I don't know how much help I was on the courses but I guess the point is that just about any course on the West side should be fun.
As far as hotels, it really depends on what you want. Condo or hotel? In busy Kaanapalii or (slightly) more intimate Kapalua or Wailea? Luxury or economy? We always stay at the Westin in Kaanapalii since it is close to all sorts of activities, has a great beach and pool setup (we have kids) and is overall a nice hotel. Plus it is between Kapalua and Wailea so you are pretty central to all of the West side golf courses. We have also stayed oceanfront at the Whaler condos which were pretty nice and the Kaanapali Alii are great condos as well. If you want intimate and private though I would stick to Kapalua or Wailea (probably not the Grand Wailea though - maybe the Four Seasons or Kea Lani). Give us a little more info on what you want in a hotel and I am sure someone can point you to the perfect spot.
Maui is a great place to vacation, a better place for a honeymoon (we had ours there) and probably one of the best places in the US to golf. Have fun.

PS - Twilight tee times are a great deal but just be ready for some heat if you take advantage of it. I would personally pay the extra and get a morning tee time on any course with the possible exception of the Kapalua courses. If you don't mind a bit of wind you can usually play twilight there and the trades will blow and keep you cool in my experience. Just make sure to put on sun screen.
