Pick up a copy of the USGA Rules of Golf at your club Pro Shop or nearby Golf Store. Go to the back of the book and check Appendix 2, paragraph 1.c. You'll see Figure 1 there, also. This shows exactly how the club length is measured. The picture and verbage in the paragraph show it most clearly.

When a club is built then they are talking about total club length with the shaft installed. The reason for this is because their is a difference at the botom of the head call the BBGM (Bottom Bore to Ground Measurement).

The best way to measure the length of a club is to take a ruler and place it behind the club. Then you want to lean the club back as if you are ready to take a swing with the ruler firmly pressed against the back of the club the whole time all the way to the ground. Where the grip ends is the total club length per USGA rules. This accounts for the BBGM, Shaft and Grip to give you an overall total length.

Hope this is what you are asking.
