Clublength for junior set of clubs

I'm going to be building a set of clubs for my younger brother, but can't seem to figure out the proper shaft lengths for his wrist-to-floor measurement. I'm going to be building him a 3-wood, a 3-iron, a 5-iron, and a 7-iron (all components bought extremely cheap during Golfsmith's FF sale ). His wrist-to-floor measurement is 28 inches.

cosine, how tall is he and what is his age? also, is there more to this set than what your building?

Minus 1.5 should be about right.

He's 11 years old, and 4'10".

You mean from standard length? That's about what I figured, but wanted to double check and get a second opinion.
the reason why i asked that was to see how close to his growth spurt, no sence in building clubs when in two months, he's out grown them. i agree with threefeathers, -11/2 inch and not too whippy.
