You could get a 'rodsaw' from golfsmith, or else an angle grinder with a cut-off wheel, you can get those dirt cheap. Did you try a normal hacksaw?

if your going to try a normal hacksaw, wrap that shaft in some making tape on both sides of the cut.

Grit hacksaw blade. Any home center or hardware store should carry it. I alway wrap graphite shafts with masking tape before I cut them no matter what I'm cutting them with.

I use a bandsaw. It has a built in dust collection system. It has a 4tpi wood cutting blade and cuts smooth without tape.

For simplicity's sake, I have used a little miter box and saw made for hobby work. It has a micro fine cutting edge and does not damage the surrounding graphite fibers. The saw blade is as thin as a razor blade and is only 4 or 5 inches long and has a wooden handle. You can get them at any model/hobby shop. I have used mine to trim graphite and fiberglass fishing rod blanks also. It leaves a fine edge with no fraying. Obviously, if you are going to build a LOT of clubs, you might want to invest in an electric saw made for the job, but for just doing a few shafts, the hobby miter box and saw are perfect, and cost less than ten bucks. For steel shafts, I use a high quality, hand held tubing cutter.
