I'm under the impression that WD40 is not a good oil AT ALL to use on carbon steel. There are other chemicals in WD40 that cause oxidation to occur on the putter, creating rust.
Silicone Spray is what you want to use to preserve the finish. The best product to use with rust spots is FLITZ metal polish, but you have to be very careful when using it because it will also remove the finish. I would buy some FLITZ on ebay or anywhere you can find it, and use a QTIP as the applicator to the spots. After you are done using the metal polish, clean the putter off with water and wipe it clean, then spray it with 100% silicone spray. Has to be 100% silicone. Other chemicals will allow rusting to occur.
