The course rating indicates the score that a scratch golfer would be expected to make. If the course rating is higher than par, then it's a tough course.
The slope indicates how difficult the course is for a bogey golfer. A course with a slope of 113 is a course of average difficulty for a bogey golfer.
The ratings are determined by rating teams from the state and regional golf associations. They evaluate courses from the perspective of scratch and bogey golfers. They take into account factors like distance, hazards, and greens (contours, speed).
My hdcp is 14.5, which makes me a bogey golfer, pretty much. I don't pay much attention to the course rating. However, I do look at the slope. I like to play courses that have slopes in the 120's. If a course has a slope of about 135, I know I'm in for a rough day!
