My golfing buddies and I have been talking this subject over for a while. I would like to know the rule book answer for a couple questions. Is it legal to use lead tape? Is it legal to use lead tape on any club? Is lead tape legal on putters? If legal, what areas on the putter can lead tape be applied to? Please post any opinions or experiencies.

Lead tape can added to any club before you start a round.
You couldn't for example add an inch on the 4th tee to your putter after leaving putts short. At the same time if you start a round with tape on a club you can not take it off half way round.
All comes under the rules for "Changing the playing characteristics of a club during a round".
It is legal, anywhere on any club, other than the hitting area (clubface).
If there is an exception, it's possibly in putters - a putter head must not be any deeper than it is wide, so if you had one that was equally deep and wide lead tape on back might make it too deep.
So tape away.
And about the 'changing characteristics', if it breaks/tears/falls off as a result of play that is not a change under the rules.
Just make sure you know what you want the club to do when applying the tape. If it is on a clubhead depending on where and how much you apply, you can change the flight of the ball and possibly direction. IE: more on the heel will let the toe close faster causing the face to close(hook) or more on the toe will cause a fade from the heel staying ahead. Putting it high on the head will make the center of gravity higher making a lower ball flight as well as more on the bottom will make the ball go higher.
