it rained sat nite 2 inches ( rare around here), so this sunday about three of my shots in fairway! plugged ... darn deep too, any relief ever, if not, advice on hitting it ? thanks....
A ball embedded in its own pitch-mark in the ground in any closely-mown area through the green may be lifted, cleaned and dropped, without penalty, as near as possible to the spot where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green. "Closely-mown area" means any area of the course, including paths through the rough, cut to fairway height or less.

If you have to play it, I'd suggest hacking it out with a wedge -- the steeper the angle of attack the better your chances of getting it out! You can always say its unplayable....

the key is "closely mown"... the first or second cuts of rough are not closely mown areas - the fairway or the fringe of the green are. So, no relief for a plugged ball in the rough, unless there is a local rule, which there often it.
If you are in the rough and have a plugged lie, the best thing is to take your medicine and do what you must to get back to the fairway.
I've seen a few events where even if it is plugged in the rough it can be lifted and cleaned. I saw an instance where it was plugged in the rough around the green and it was lifted, cleaned and placed. In the hazard, you are stuck with the lie.
This was kinda happening to me yesterday. I was hitting great drives and they kept being shorter than expected when i got up there because they would leave a divot like in a green and be right next to it. It was also a very wet fairway.
I had a really unusual plugged ball today, and were it not for discussions here on GR I likely would have played it wrong. Our 6th hole (Island 9) is a par 3 with an 'island green', an island but for the walkway to the green. The perimeter is a bulkhead of crossties. I pulled my tee shot, landing pin high and plugging about 4 inches from the left crossties. Not sure if I had stayed up or not, I played a provisional pitch from the drop zone on the 'mainland' to about 4 feet, as a timesaver. I did find my ball tho, plugged deeply just inches inside the timbers, in the rough. Because I found it, the provisional could not be declared in play, and I had to take a penalty and drop - the ball was too close to the timbers to blast it from its lie. My drop was precarious - if I dropped on the downsloping ground my ball would go into the lake muddy from heavy rains - I dropped twice on the timber, which was slanted inward, but the ball bounced nearer the hole. I tried and tried to place the ball on the timber where I dropped it, but it wouldn't stay, so I finally had to place the ball virtually atop the spot where it had plugged. I chipped up from there and made a double bogey.
