Of course you can play in the rain.Downpours are a problem tho.The big weather problem is thunder and lightening,you don`t want to have a club in your hand with lightening around.
If you're walking and it's not thunder, lightning, heavy downpour, you can still play. Some of the more fastidious clubs will not let riding carts out during rain, so as not to tear up the course. You must learn to play in inclement weather. It's a big part of the game. As jer said: DO NOT GO ON THE COURSE IF THERE IS LIGHNING!!!!!!!!!

Yes they are open when it rains. Now it's up to you, to get out there and do it when it happens.
They do here. If a tournament is going on and there is lightning, they might suspend play for a while. I think that if you're just playing on your own, it's up to you to keep playing or not. If you have played more than a few holes, you probably won't be able to get a raincheck.

I played in a 4 man scramble about a month ago in constant heavy and cold rain. My golf buddy hit his drive on #18 par 5 straight down the middle about 2 inches. We used my drive hehe. Then, he tried to hit his 3 wood for the second shot on the short par 5 and hit several inches behind the ball and never moved the ball. Then, he dried off his club a little and hit a pretty good shot. We didn't tell 'em that you can do that hehe. We used my second shot and my buddy ended up making a great little downhill putt for the birdie. He putted last, so he had to make it. Turns out, we didn't win anything anyway hehe.
Watching him try to hit the ball after being in the rain for several holes (we started on the back nine) was funny. He bought a towel and a new glove at the turn.
Thunder and Lightning require us to close the course and pull the players. Too many lawyers don't think people should be responsible for their own actions...

Almost lost a good 8 iron in a pond that way. It stuck up in the bank just short of the pond.
First thing I bought after my clubs was a good rainsuit. Won an umbrella in a tounament. I also keep on of those waterproof covers that elastics to the top of the bag and keeps water from running down into the bag and wetting the grips. I have found the covers that come with the bags are just not waterproof enough. I keep at least 3 pairs of golf shoes so if I wet two pairs, I can still play the next day while they are drying.

Had a 7 wood and a driver slip out during tee shots in past years. The 7 wood went farther than the ball!
Here in the great Pacific Northwest, you need to learn to play in the rain. Early fall it's not so bad, as it's not that cold. Buy some wet weather gloves (I did, FJ RainGrip), or get corded grips so you won't kill your golfing buddies!
I found that if you have Golf Pride Velvet grips and saturate the grip, remove your glove and saturate your hands, the grip almost gets tacky in the rain. Very easy to hold onto though. Found that while playing during hurricane Alberto.

playing hurricane golf is lots of fun, fortunately, wasn't able to do that this year. i don't even bother keeping score.
