Average daily players would differ greatly by course. Back in Hawaii, I used to play at a municipal that was commonly referred to as the busiest golf course in the U.S.
If your hours are from 7 am to 7 pm, you have to remember, the latest 18 hole group would probably go out at 2 pm. Then, after that, you could offer 9 hole or twilight rates. In the morning, you could also send 9 hole players off the back 9 for a bit until the first groups hit #10. That's if you want to fully utilize a golf course, I suppose.
Time between each tee time may be 12 minutes? I don't know, this could also differ by course.
As for maintenance staff, I have absolutely no idea on this one.
