Question about St. Andrews

i met someone on the chairlift today who was from st. andrews and he said because he's a resident of st. andrews he only pays 110 pounds a year and can play all of the course as much as he wants. this sounded ridiculous to me so i checked the website and its true, although its 113 pounds this year.. my question is, does anyone know what the criteria is to get this? do you just need to have a lease or address in st. andrews or is it more stringent? how about if one was thinking of moving to st. andrews for six months, would they be able to get in on it or is it only for long time residents?

what an incredible deal for those that can get it.

St. Andrews residents get a fantastic deal. But I believe there's some limitations on tee times. I believe you have to be a full-time legal resident, exactly how that's determined I'm not sure. I don't know if UK citizenship is a requirement.
