Dumb question but....How does one go about getting a handicap?

New returner to the game and want to make a serious go at it. But I have no home course, no handicap, it's like I'm a brand new golfer. What is my first move?

You most likely need to sign up through your local course/club/muni or state golf association. Ask the pro shop next time you play.

Or you could just get a softwear package for your pc and calculate it through that. It will not be official but its a start. I use GStat Pro for my handicaping and stats are great if like that kind of stuff.

As mentioned there are many software packages that can calculate a handicap. If you plan on playing in any tournaments though, you should have a handicap through a golf facility for it to be "valid." Although the software calculates the same handicap, clubs are required to update handicaps on a routine basis and since the poster can not erase his own scores, there is a perceived level of security against tampering. Most tournaments, if not all, run by Golf Associations will not accept a handicap that can not be verified by calling a pro shop. These would be events such as State Ams, USGA Events, Regional Association Events, etc, NOT necessarily club events.
