It is the angle between the shaft and the sole of the club. If you set up to putt and the toe of the putter sticks up in the air your putter is too upright. If the heel of the club is raised the club is to flat. Basicaly the sole should be sitting flat on the ground. Now because the sole is rockered on almost all putters it is sitting properly when the very center of it is sitting flush to the green. (In most cases).
