I am looking to spend about $400 on new irons. There is a local shop who will do custom shafted look alike irons for this price range. I have also seen a few sets for $400 or less at Play it Again Sports. One set from Ram, one for Hippo and one from Golden Bear. The Ram and Hippos come with a 3 and 4 "hybrid" wood and the Golden Bears come with a 3, 4, 5, 6 Hybrid replacing these irons. Are these hybrids truly good replacements for the irons? What are your thoughts about the difference between a $400 set of look alike irons made for me or a set of $200-$350 irons off the shelf. The ones at Play it Again are not used, they are new if that matters.

I would strongly recommend looking at Original Equipment Design custom component iron sets. Custom Golf Sales, a sponsor here, carry SMT, Infiniti, Bang, and Purefit which are all top end component companies that would definitely be in your price range. IMO, this is the very best route to go.
I have heard some nice really comments about Innovex Golf products too, which is a sponsor of Golf Rewind. You can get a custom iron set made to your specs from them for a nice price. Also, for the $400 you mention, you can get a nice new set of name brand Adams irons. But whatever you do, I would avoid that stuff you mention and other low end gear from mass marketers like Walmart, Target, ect. Acer is another high quality component maker you might check out. If you want the higher end stuff on a budget, there are always some used Callaway, Titleist, Cleveland, Mizuno, and other high end clubs out there.
Check with the Golf Rewind sponsors or OEM clubs. You can easily find what you are looking for with one of them and a better club than what you have already been looking at.
Buy a used set on ebay. I bought my Bridgestone J33 combos for $325 and they were in fantastic shape. The are a couple very reputable sellers on ebay and they will not dissapoint.
