Non-conforming Driver?

My dad won a driver off a morning radio show in the southeast called the John Boy and Billy Big Show. He doesnt play golf so he gave it to me. I saw it in the non-conforming list on the internet. What would make it non-conforming? It does seem to be a few yards longer than my r7. It came with the Accuflex Asassin II World Champion shaft, is this a good shaft?

Could be either clubhead size or Coefficient of Restitution (also known as trampoline effect) or both. Currently the maximum allowed clubhead size is 460cc and the COR limit is .83 per USGA regulations. Imagine a rifle firing a golf ball at the clubface at 100 miles per hour. The ball can not bounce back more than 83 feet and still be in conformance to USGA regulations.

Website says the clubhead is 460cc's, so i'd have to assume that it's simply a high COR clubhead.

As I understand it, a higher COR than .83 would result in more "rebound" off of the face at impact, resulting in a little more distance.

I used to listen to JB&B some when I lived in LA, but I didn't realize they had made a driver! That's funnier than some of their stuff on the air.

To elaborate on what hi-tek stated...

The 0.83 can be translated as a percentage of energy returned to the ball at impact when the ball is fired into the face. A ball hitting a clubface with a 0.83 COR will have lost 17% of it's energy due to clubhead deformity and energy transmission/transformation within the clubhead at impact. A clubhead with a COR higher than that will return a higher percentage of energy back to the ball, resulting in excessive ball velocity, post impact.

More energy = more distance...

It is made by Razor Golf. I dont really know how this relationship was started. It has sat around my house for a while and I think I might be a little embarrased to carry it. Id feel bad putting away my Taylor Made high dollar new technology driver to carry the John Boy and Billy driver. But if it is longer and more forgiving I might have to get over it. (not sure Ill be able to do that though, there is no prestige in carrying a comedic radio show driver)
