The static loft (statis meaing while the club is just sitting there, not while you are swinging) will be same, whether there is offset or not. A 10 degree driver will be 10 degrees (plus or minus the manufacturer's tolerances) whether the club has no offset or a large amount of offset. The offset is in there to help people -- chronic slicers, mostly -- to square the clubhead. Often they need that extra lag between the shaft and the clubface to get it square. So, in that way, the dynamic loft -- the loft present during the swing -- is going to be different. But, the dyanimic loft is going to be different for a whole host of other reasons, too. Think about all the variables available in the swing; each of those will affect the dynamic loft a little bit. So, offset will have a little affect, but really probably quite small in the scheme of things.
