I really don't think either of the is more important than the other. I think the real question is... which would you teach a beginner first?

Short Game is the most important and the following is hopefully a logical stat that demonstrates the point. I will only use the example of putting.

If you hit every green in regulation and shot a 72 you would have 36 putts in the round which of course is 50% of the strokes in the round. This of course is on the typical par 72 course with 4 par 3's and par 5's. One would then have to conclude that 50% of any activity rather it be sport or work needs to have plenty of time and devotion to seek improvement in.

One can imagine the importance for the above but it is even further magnified with the amateur/weekend warriors.

Depends on one's fundamental approach to the game: form vs. function. Form - long game. Function - 100 yards in.
