You should be able to find a good instructor who will give you a short game lesson. Have them make sure that your fundamentals on both are solid.
If that still doesn't get you closer, you may want to do an almost complete change-up. I.e. try a very different putter grip. Left hand low, or a "claw" or a "saw" grip. Maybe try adding weight to the putter. Good putting can be done in a very wide variety of ways.
Absolutely one of the best putting drills is the ladder drill. Set targets out on the green 10 feet away, 12 feet away, 14 feet away, etc. Then, you have to put 3 balls in a row in the first ladder hole. Then you can move to the second ladder hole. Once you've hot them all, then start moving up and down the ladder to different positions. This is the best drill for learning distance control. I try to do this every night on my carpet -- hitting balls to the other end of the room, the end of the couch, the chair, that stain mark that won't come out, etc.
You can do the ladder drill with chipping, too. Though probably not indoor.
The other one that is good for practicing pressure situations is the "X in a row" drill. X is usually a pretty high number, like 40 or 50 in a row. In this one you have to hit X putts in a row... or else you won't leave the practice green. Start out fairly easy, 3 foot or even 2 foot putts. But, the pressure will mount once you get to only having 3 or 2 left... since you won't want to have to start all over again. But, once you can finish this drill regularly, you'll have mastered those short putts. And helped practice pressure situations. I like to find a hole on a slight break in it, and place 8 balls around the hole in a circle when I do this drill. That way I not only have to get the 50 in a row, but I also have to practice all the different breaks and uphills and downhills.
