In an article by TW appearing in a Golf Digest from a while back (6+ months ago), I remember him writing that he cups his left wrist, which would theoretically angle the face towards the turf.
I think a ball position in the middle of the stance and a level blow to a ball on a failry low tee usually works for me. Also, it's a lot easier to hit low draws than low fades, so I always set up for a draw whenever I have to hit a driver low.
You don't want to hit down on the ball since the extra spin that would entail will promote ballooning even if the initial launch angle is relatively low.
For me I look in front of the ball to hit it low into the wind or behind the ball a bit to get it up in the air more. I learned this once from an ex-tour pro and seems to work. I use the placement of my hands to draw and fade or adjust my stance depending on what I am trying to do.
For other clubs, I really like the club up and the swing easier method. That is, take 2 more clubs than you normally would, and then swing easier. You still have to keep good tempo, but don't take a full swing, take a 70% swing. Because you aren't taking a full swing, you won't get the backspin that a full shot would, and ballooning won't be as big of an issue as otherwise.
For driver, you can tee the ball a little lower -- most drivers have a significant amount of roll, which means the effective loft nearer the bottom of the club is less than the effective loft near the top of the club. So, if you can hit the ball near the bottom of the club, it will launch a little lower.
Otherwise, you might just have to take your medicine if it is really windy out.
not necessarily the ball position.. its the hand position on your club and the shortness and quickness of your back swing.. also thway your feet are set to hit a very consistant low shot... the ball postion does help if its back in your stance a little because you hit impact quicker and it does make it easier to hit the ball lower but thats not the main part to hitting a low shot.. myself can not have the ball postion back in my stance but still hit a consistant low shot..
Off the tee with driver, I tee it a little lower, but not much, and then try to swing level, not up at the ball. I setup with my right shoulder higher than normal so I will swing level. If I want to hit a high shot, I tee it higher, lower my right shoulder, and swing up more at the ball. Off the deck, I play the ball back in my stance more, to de-loft the club.
