I just joined and I was going thru some older threads and I would advise as follows: If there is a crosswind there is really no benefit from the wind if you hit a straight shot. In fact the wind will push the shot right or left depending on the direction it is blowing and will normally cause a loss of distance equivalent to about 1/2 to a full club length as an average rule of thumb from my experience. Also, from experience I would say that if you have a tail wind you could probably use one more lofted club than normally played and utilize the winds benefits if you can hit that straight shot and vice versa if the wind is against you. Depending on the severity of the wind gusts, it could be an adjustment of up to three clubs or more depending on how hard it is blowing against you.
Regarding your second question, I would say a one club adjustment (stronger) should be made for cold and winter conditions. The ball will not compress as well, the air is heavier plus the fairways are normally soft and muddy from the damp conditions; frost, dew, and other precipitation.
