The primary factor for getting the ball to stop is an accelerating clubhead at impact. All the other factors can be in place and if the clubhead is not accelerating, very little spin will be imparted. The higher the rate of acceleration, the more spin, and the quicker the ball stops. This is true from a full shot to a chip. Without knowing more, it's just a guess, but you might try shortening your swing 25%, then deliver the club through the ball with the same velocity as normal, which will help create more acceleration.
