There are old glories, like
Roberto De Vicenzo, who won the British Open on 1967, defeating Jack Nicklaus by two strokes. Today, most Argentine pros play in the European tour (like Ariel Caņete, who won the Joburg Open some days ago, but today made a poor performance in Abu Dhabi).
Since the late 80's golf has become increasingly popular here. Many country clubs were founded since and hundreds of kids almost literally grow up in golf courses. I think the results will come up within some years.
As for costs, I have to mention that local currency's value violently dropped on 2001, making Argentina one of the cheapests contries in the world and many tourists love that. Dollars and Euros have a disproportionate value here. Lets see some examples: a class with a good instructor (and there are very good ones) may cost less than US$ 20 an hour. A green fee in a reasonable course costs not more than that (a bit more if you travel to some luxurious hotel-golf resort in the mountains, e.g. Bariloche). A driving range fee (130 balls), more or less US$ 6.
All this doesn't apply to golf equipment, since it's imported and keeps its original prize plus taxes and logistic costs.
