I am similar to you in that I have a strong tee to green game, but my short game is responsible for my 10 handicap.
My putting has improved over the years and I no longer view that part as a liability.
For the sand game, I finally just decided to trust the club and position my weight more forward than I comfortably do, and then swing to hit the sand onto the green. The ball just follows.
As for the pitch shots around the green, this is my 'bad area'. I have worked on this by keeping my weight more on my forward leg and keeping my left hand facing the target and firm through impact. It's just a matter of confidence.
I think confidence and setup is 125% of the short game.
