Actually, he has made an apology. I think last Wednesday he had a press conference to apologize and was making plans to visit with the photographers involved.
It's a touchy situation, mostly just because of the timing of it. I really don't think I'd compare him with Pete Rose for being a "detriment to baseball". Dude snapped. It was a bad scene, and maybe since its so fresh and there is a suspension pending, he shouldn't play. But if it happened in April, and the suspension was served already, would having this "detriment to the game" play in the All-Star game make a difference? That's the part I'm not sure about.
The bad part of this is that it happened on the field, in front of cameras. Ballplayers have done alot worse to tarnish their name (and other than this incident, Rogers seems to have a solid reputation) away from the field (drug/alcohol use, domestic violence, etc), but nothing seems to get blown up like this, for some reason.
