IMO, fining both players is actually the best way to speed up the play. Imagine if you were Crane and had to face the wrath of your fellow players. That would make me play faster than any fine levied by the PGA.

Fast Play

Almost 60 years ago a friend and myself teed it up in N. Prov. R.I. one morning after work. After we hit on the first tee a black golfer asked if he could play with us ( I'll call him Fred ). I said "fire away". He addressed the ball without a practice swing and whacked it down the middle 240- 250 yds. I looked at my playing partner and mouthed "lucky". Fred got to his ball ,chose a club and hit it on the green without a pause then drained the putt. On the way to the second tee I said "why do you play so fast" Fred said "I already know what I'm going to do by the time I get to my ball so why wait". I was amazed at his play till we finished ( He shot even par 72). I asked why he didn't play in the R.I. Amatuers, he said they wouldn't let him join the R.I.G.A. not even a private club either. I still remember that day as if it was yesterday. Probably why I lean towards fast play.
