I'd change divots in the fairway to "Ground under repair" and give the appropriate relief. I've never thought it was fair for the players playing later in the day, as they aren't playing the same course conditions that the early players did.
Too little too late, with regards to the mark roe incident. Its only taken them two years to correct it. The divots thing is a farce as well, as league golf says, not everybody plays the course in the same condition.
Keep in mind, these are NOT new rules but additions to the decisions (interpretations) of the current rules. The rules are only changed during our Presidential Election years.

I have no problem with "rub of the green" conditions and I adhere to the USGA's Rules of Golf. However, when the last group of the day plays a hole that calls for a "lay-up" off the tee and there's 60+ divots in the lay-up area, then those players are penalized by being considerably more at risk of finding a perfectly placed tee shot in a divot. Those playing before them were not. I certainly don't expect this rule to be changed anytime soon.......but that doesn't mean I have to agree with it.
I don't like the local rule about distance devises. I use a Bushnell on the range all the time and use it on the course if I'm out alone just playing a few balls in the evening but do they ever slow down play!!! Trust me.

In the end, they will speed up play because the player can get an instant reading without having to walk to the nearest irrigation head and walk it off. And just think about when we miss the fairway by 20 yds and try to figure it out from there. My range finder is very quick and can pick up a flag as a target quite easily.

My club has a local rule for this, worth checking wherever you play because some clubs will allow it
