I looked up the weather for Winged Foot last night on the Weather Channel's website. Today the wind will be the toughest it will be all week (according to their predictions). It is predicted to blow around 20 mph today and it looks like it's already there. This could be a huge advantage for the morning players who are already finished or will be finished soon. That includes Phil, Vijay, and Furyk. I personally think Tiger will do very well to shoot +2 or +3, especially if he's putting as bad as Rolfing just indicated while talking about Tiger's warmup on the putting green. The rest of the week the wind is predicted to be 10 mph or less with sunshine.
