I was told by someone that made the pga tour events by just showing up the monday before the event with a handicap of 2 or less and paying a entry fee and if your in like the top 20 you will be able to play in that weeks event?

When I was a kid in the 1960s, pro's who weren't guaranteed a spot in the tournament could play their way in on the Monday before Thursday's opening round. Such pro's were called "rabbits," as I remember. Possibly the Monday qualifier was open to anyone with a 2-or-better hdcp. But I think that most rabbits were pro's who followed the tour week to week, hoping to get in and then to make the cut.
Unless you have advanced status, such as most recent Top 150 Money Winner, most recent Q-School, most recent Nationwide Top 20, past champion of the event itself, among others - you must now go thru a pre-qualifier round before playing in a Monday Qualifier.
Monday Qualifying is available for most PGA Tour events except these--
The 4 Grand Slam Majors
The Players Championship
The World Golf Championships
Mercedes Benz Championship
Tour Championship
Fed Ex Playoff event
Invitationals - Pebble Beach, Bob Hope, Bay Hill, Heritage, Colonial, Memorial, the International
Events in mid-to-late October - Greensboro, Vegas, Disney, Chrysler-Tampa Bay
If you make it past the qualifier and into tournamement and finish in the top 20 of that tournment, I believe that guarantees you entry into the next weeks event, if the next event is not a major. Can anyone confirm that?

This one is correct. Not sure about the top 20 getting you a spot the next event, I thought it was top 10, but I am unsure.
Category-24: The Top 10 Professionals plus any ties in a regular open full-field event with official victory status are exempt for the next such event on the schedule. PGA Tour Regular Members have unlimited use of this exemption, while non-members are limited to five uses per Tour season.
