Question...is it possible that everyone can make the cut in a tourney?

Question from my 15 yr old golfer son: Dad, is it possible if everyone did well (I know unlikely), that they all could make the 'cut'?

Answer...uhm, I think it's top 70 and ties or some, within 10 shots of the leader.

Reply...but dad, what if EVERYONE did well and were crunched up within 3 shots of the leader?

Answer...I don't know son, let me ask my Golf Rewind friends

The 10 shot rule applies at the US Open.
It doesn't apply at many other tournaments, if any.

As regards top 70 and ties.
If the 70th player was at +2 for example, and then all the other players behind were also at +2, then they would be all tied for 70th position, and thus they would all make the cut.

I think that is true. Maybe someone else can confirm it.

If every single player shoots the same score (regardless of whether or not it's a good score) then they all make the cut under the typical tournament rules. It would also be totally unprecedented in golf history.
