I'll say Harrington. Els has a chance if he plays enough to qualify (does he usually?).
Expect Casey, Jimenez, and maybe Stenson or Petterson to finish well up on the list. Again, due to my ignorance of the full OOM requirements, this is based on assuming they'll be qualified to win the OOM.

Indeed he did although with a bit of good fortune thrown in. In the last tournament Paul Casey was suffering from food poisoning and shot 75 or 76 in the first round if I am not mistaken. He missed the order of merit by a whisker.

Harrington single putted the last 7 greens and Garcia bogied the last hole for Harrington to win it. Divine intervention if you ask me :) i think Casey will win it this year, he got a taste for the battle at the end of 2006 and he'll be raring to go. Ernie will do well but is limited by the number of events he plays.
