I think it's a shame we talk more about his wardrobe than we do his game. Guess that means we either like/dislike his fashion sense alot more than his skills.

I think that anybody who dresses like that is asking for their wardrobe to be brought up just as often as their game. Anyways though, it's not really that bad.
Does he do it as a way of standing out amongst other touring players, or is it the norm for him even when he's not playing golf?

he says he has always had a liking for clothes as he worked on a menswear stall in the local market at the age of 11.
his idol was (cant remember his name ) because of his dress sense and everytime he played in a tournament he had a different outift he wished one day he could do the same.
He is a pretty decent player, otherwise he would just be the topic of ridicule. There is a line from the baseball movie Bull Durham, that relates this fact pretty well, something like winning a lot in the show, you're shower shoes can be moldy and it makes you quirky or eccentric, if you do it in the minors it makes you a slob (this is butchered, sorry Costner).
The same probably holds somewhat true for Ian, as his play has improved/impressed, his dress has gotten more "creative". While I don't care much for his attire, I am not opposed to some non-standard dress (although I still am not crazy about mock T's). His hair looks silly though.
