When you're only shooting 66-75 its easy to remember every shot. I can keep an accurate score in my head and I shoot in the upper 80s/lower 90s. The system works just fine and has worked fine for years. Every once in a while someone slips up and signs an incorrect card because they are sloppy. Just because it happens once a year doesnt mean that we should rush out and change hundreds of years of tradition that works fine 99.999% of the time.

If a guy expects to have a job that earns him multi-millions of dollars a year, allows him to own a private jet and yacht, have multiple homes and star in commericals then he should be able to accurately compare 2 scorecards and see if one is different from the other. Its as basic as you and I remembering to punch out when we leave our jobs.
