How ironic that fluke winner Brian Bateman, Buick Champ, gets a Masters invite based on his winning a full-credit fed-Ex event, but does very liitle else. Steve Flesch wins two events this year that don't count fully towards the Fed-Ex event, but is not automatically invited. He may get in if he finihses in the top 30 on the Money list.
They attempt to invite the best players via their system, but I always look at the field and see slots wasted on old-timers, ametuers, etc... while a deserving player or two takes the week off.
The two wins have helped Flesch reach 25th place on the Official Money List as of 9-23-2007. So, if he can stay among the Top 30 Money Leaders by season's end, he'll get an Augusta invitation.

Either all tournament winners get an invite or have an invitation policy for more consistency:
All people who've won at least 2 PGA titles between 2007 and 2008 Masters are invited and
PGA Tournament winners are invited provided one of the following -- 1. Finish in top 60 on 2007 money list or top 15 as of two weeks before 2008 Masters.

Also a wasted top 50 World rankings selection as of Dec. 31. All they need is the top 50 within two weeks of the event.
As of old-timers, the only old timers I know of still planning to play who should not are Gary Player and Tom Watson.
The course changes and Hootie's embarrassing of Doug Ford and Co. seemed to take care of the rest.

Only three amateurs will play in the Masters. Colt Knost, winner of the Publinks and US Amateur, turned down a Masters invite. BTW, I wouldn't mind if they got rid of the US Mid Amateur champion receiving an invite, since the Mid Amateur champ has never made a cut in the Masters.
