I just saw on Golf Channel that the PGA of America may decide to play the whole course "through the green" which means, all sand traps (I think) will be considered waste areas. This means you can ground the club in the waste area (unlike a sand trap) and take practice swings. What does everyone think? It sounds like a lot of players don't even think it's necessary so this is enough for me to think they shouldn't do it.
You know, there was that tournament earlier this year. Where that guy, forgot his name was in a playoff I believe, with that other guy. The eventual winner hit his tee shot into a waste area and there was all of that controversy over that ruling. Okay, I know, I am of absolute NO help.
I don't think they've ever done anything like this for the whole course, though. Like treating green side bunkers as waste areas.
I think the tournament in question was the MCI Heritage Classic where Stewart Cink was in a waste area and procedded to remove some loose impedemints. I think the other was the Ryder Cup Matches at the Ocean course at Kiwah Island. IMO it would be wrong for the PGA to take this stance especially at a major tournament.
I saw the story on the GC yesterday too. They were worried that everyone would be calling in when these guys are grounding their clubs..LOL I heard the course is amazingly difficult.
Does not make sense to me. Play a sand buker as a bunker and a waste aream which generally is less maintained as a waste area where you can ground the club.

cant agree more, why change the rules cause the course it tough, it should be tough these guys are pros and shouldn't be in the bukers anyways.....we go in the bunkers and we cant ground our club so why should they.......word of advice: STAY OUT OF THE BUNKERS
