It is typically used when the ball on the green but against the fringe. Using a putter can be risky so a wedge is used. With a putter, you have a tendency to hit over the top. With the wedge, you try to "blade" the ball by hitting the middle of the ball with the front edge of the club.
I've never done it (on purpose :nodsmiley ), over here we call it "bellying" the wedge. I think the theory is to use the sand wedge which has a flange on the leading edge. Some players might use a utility wood instead.
It's easier than you think. Next time youa re on a green try it. The ball goes faster than you think it might off the wedge. It comes of with some top spin and rolls well.

Did you see the brief after-round interview with Tiger & Ernie where they asked Tiger if he was rubbing off on Ernie (temper)? Tiger and Ernie both laughed and Tiger said he asked Ernie at the time "feel better now?". LOL Both were playing less than stellar golf and it is kind of funny that good-natured Ernie would be the one to break a club!
They did, however, really seem to be having fun and were hoping to be paired again tomorrow because they had such a good time together.
He slammed an 8-iron into his bag and "changed the loft" on the putter. A club changed not through normal play can't be used, so he had to putt with his sand wedge.
I putt with my sand wedge sometimes to practice my putting. You really have to strike the ball cleanly, but if you do, putting is almost easier with the sand wedge due to the top spin: it really keeps the ball on the right line.
Yeah I intentionally skull the wedge around the green all the time. It is the best shot from the fringe and it is a good way to build confidence for the putter.
